The Grand Jury above-named, chosen for the Spring 2021 Term of the Lumpkin County Superior Court respectfully submits the following:
INDICTMENTS
The Grand Jury addressed 77 Indictments resulting in 76 True Bills and
1 No Bills.
RETURNS TO THE GRAND JURY
Clerk of the Superior Court
The Grand Jury received a report from Rita Harkins, Clerk of Court, concerning receipts and disbursements of the fiscal operations of the Superior Court Clerk's Office. The return presented by Rita Harkins is that required by O.C.G.A. 36-1-7(a) did appear to be in order. A copy of said report is attached as part of these minutes. We thank the Clerk, Rita Harkins, for their assistance.
When the Grand Jury reconvenes, it will consider Board of Equalization Appointments.
Lumpkin County
Commissioner's Office
This Grand Jury received a report from Stan Kelley, County Manager, Allison Martin, Special Projects Director, and Abby Branson, County Finance Director, concerning the receipts and disbursements of the fiscal operations of the Office of County Commission and the most recent county audit. A copy of said report is attached as part of these minutes. We thank the County Commissioner's Office personnel for their assistance.
Lumpkin County Sheriff's Office
This Grand Jury received a report from Stacy Jarrard, Sheriff, concerning fiscal operations o the Sheriff's Office. The report presented by Sheriff Jarrard is that required by 36-1-7(a) did appear to be in order. All funds involving the Sheriff's Office are handled through the County Commissioner's Office and are accounted for in the Commissioner's report. We wish to thank the Sheriff and his staff for their help and cooperation.
Lumpkin County Detention Center
The Sheriff's department Jail Book was reviewed and found to be in order, in accord with O.C.G.A. 42-4-7.
An inspection of the Lumpkin County Detention Center was conducted and it was found to be extremely clean and in good order. The Sheriff's department is commended for its excellent condition and professional management.
COMMENDATIONS
This Grand Jury extends its appreciation to the Honorable T. Buckley Levins for his assistance to this body.
This Grand Jury commends our bailiff, Ann Carder and Jerry Seabolt, for their commitment to this Grand Jury.
This Grand Jury would like to commend our District Attorney, Jeffrey Langley, as well as his assistants and staff, for their courtesy, patience and wise counsel. We would like to thank all of the law enforcement witnesses for their courteous and professional manner when reporting to this jury.
We, the Grand Jury, wish to comment Stan Kelley for his 29 years of faithful service to Lumpkin County, both as Chief Deputy Sheriff and as County Manager. Stan Kelley's loyalty, dedication and integrity has been remarkable and we thank him for his service to the citizens of Lumpkin County.
RECOMMENDATIONS
We, the Grand Jury, recommend County Detention Center personnel pay be increased from the current base rate of $12.63 per hour to be commensurate with the Enotah Circuit District, as well as Dawson and Hall Counties in order to retain quality personnel as well as decrease turnover.
